Italy 2018
In the upper-tier national PR constituency, the sum of Valid Votes (VV1) and Invalid Votes (IVV1) does not equal Votes Cast (VOT1). The sum of Valid Votes and Invalid Votes is 680 greater than Total Votes. This is because the Ministry of the Interior website gives two different counts for party votes – one, which is the summation of votes cast for candidates, which counts as a vote for each candidate’s respective party; and the other, which are votes both for candidates and also directly for parties. We chose to include the latter, as votes for both candidates and parties count for seat distribution in the upper-tier national PR constituency. However, the total votes and invalid votes listed on the commission’s website only fit algebraically with the former count, leading to this disparity. We were unable to conclude if the difference was a result of more votes cast, or fewer votes deemed invalid.
